Last Thursday, the House Ways and Means Subcommittee on Human Resources posted a transcript of the July 24, hearing update on implementation of the Family First Act along with a joint letter highlighting a few key questions and answers on implementation.

The letter, is signed by the Chairman and Ranking Member of the Subcommittee Congressman Adrian Smith (R-NE) and Congressman Danny Davis (D-IL). In it they highlight a few questions and answers on some issues that were being confused such as states do not have to make a determination by this November as to whether they are opting in or out of the Family First Act and the fact that states have to spend kinship navigator funds on evidence based programs but do not have to spend at least half (50 percent) on the highest level (well-supported) programs.

The two leaders also indicate that they will post on the Ways and Means website the HHS responses to dozen of questions that committee members submitted to Jerry Milner and the Children’s Bureau as part of that hearing.
