The Administration proposes several assists to tribal governments and consortia intended to build child welfare capacity in a number of ways. In addition to the continuing $3 million in technical assistance for tribes attempting to take over the Title IV-E Foster Care and Adoption Assistance programs, the Administration adds in three additional supports. Under Title IV-E $37 million would be allocated over ten years for start-ups. In addition, tribes would also be eligible for $241 million over ten years in an enhanced match at 90 percent to provide workforce training.

Finally, the Administration proposes an increase of $20 million in annual appropriations through the Promoting Safe and Stable Families program to assist tribes in providing services and building capacity.
