On April 11, 2024, the Biden-Harris Administration and the Department of Justice announced a final rule regarding federal gun background check system outlined in the Bipartisan Safer Communities Act. This rule clarifies and expands the types of gun dealers that are required to conduct background checks on customers prior to selling. President Biden and Vice President Harris emphasize how this rule closes a gap that has allowed unlicensed sellers to continue selling, resulting in domestic abusers and felons purchasing and possessing firearms. The 2024 rule clarifies who is required to conduct background checks to sell, and provides the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) with ways to enforce the law and stop this flow of firearms.
