On July 13th, 2023, the U.S. Department of Health and Human Services issued a Notice of Proposed Rulemaking (NPRM) designed to improve affordability and access to care options for families and promote financial stability of child care providers participating in the federal child care subsidy program under the Child Care and Development Block Grant (CCDBG). This rule is in response to the President’s Executive Order on Increasing Access to High-Quality Care and Supporting Caregivers issued earlier this year. HHS is seeking comments on the rule which they will consider and potentially incorporate before issuing a final rule.
CWLA partnered with SchoolHouse Connection to submit comments that address the provisions in the NPRM specifically related to children experiencing homelessness and children with child welfare involvement. Twenty organizations in total signed on in support of the comments.
