The CWLA 2017-2018 Legislative Agenda for the 115 th Congress presents goals and policy recommendations based on a vision for child welfare, our National Blueprint for Excellence in Child Welfare, that recognizes that there are fundamental changes that must be enacted at all levels—individuals and families, organizations and communities, programs and services, and funding and policies. These reforms must assure that tribal governments, communities, and populations are included in the process of achieving essential reforms for policies and practices.
