In the last weeks of the Biden Administration, Executive offices pushed out numerous new rules, policies, and information memoranda. The Administration for Children and Families (ACF) released the following:

Best Practices for Serving Young People Transitioning From Foster Care

This Information Memorandum (IM) provides information on best practices for providing quality programs and services to young people who are preparing to transition out of the foster care system. Federal, state, local, and community-based organizations must partner with and learn from people with lived expertise when designing programs and policies, and supportive services. This IM was developed in partnership with young people with lived experience in the foster care system.

Protecting the Rights of Qualified Individuals with Disabilities: Technical Assistance under Section 504 of the Rehabilitation Act of 1973 for State, Tribal, and Territorial Child Welfare Agencies and Courts

This IM informs state and tribal title IV-B and title IV-E agencies of a final rule issued by the Department of Health and Human Services (HHS) Office for Civil Rights (OCR) that implements Section 504 of the Rehabilitation Act of 1973 (Section 504). HHS’s final rule includes regulatory provisions relevant to child welfare agencies that receive Federal financial assistance from the U.S. Department of Health and Human Services. These regulatory provisions clarify how Section 504 applies in the child welfare context.

Improving Services and Outcomes for Intersex Children and Adolescents and their Families

This Information Memorandum provides guidance to state, territorial, tribal, and local policymakers and administrators of systems, agencies, and programs responsible for children, youth, and family health and well-being on improving services and outcomes for intersex children and adolescents and their families. ACF programs can enhance the well-being and outcomes of intersex children, youth, and their parents by providing supportive, non-stigmatizing environments and facilitating access to family support, peer support, and accurate information.
