The Urban Institute released “Four Ways to Better Support Young Adults Transitioning out of Foster Care” on January 26, 2023. The article examines the intent and outcomes of the John H. Chafee Foster Care Program for Successful Transition to Adulthood, known as Chafee, which was signed into law in 1999 and provides support to assist young adults in their transition out of care.
The four strategies to improving the Chafee program identified are: 1.) Recognize young adults’ unique needs and experiences; 2.) Remove obstacles to resources; 3.) Create service “off-ramps” instead of “cliffs”; 4.) Increase funding and technical assistance to states.
