HHS has released a Notice of Proposed Rule Making (NPRM) on the Adoption and Foster Care Analysis and Reporting System (AFCARS) in the Federal Register on Monday, February 9, 2015.

The NPRM includes changes made as a result of the enactment of the Fostering Connections to Success and Increasing Adoptions Act of 2008, which made significant changes to the title IV-E program, and the Preventing Sex Trafficking and Strengthening Families Act, (PL 113-183) which was signed into law on September 29, 2014.  The proposed rule, when final and implemented, would apply to Tribal title IV-E agencies (Indian tribes, Tribal organizations and consortiums that are approved to operate a direct title IV-E program per section 479B of the Social Security Act) and State title IV-E agencies.

Details on how to submit comments on the proposed rule are included on the link found here in the Federal Register.  Comments must be submitted on or before April 10, 2015.
