Addiction & ASFA

5/28/2003:   Addiction is often the biggest single barrier preventing parents from providing appropriate care for their children. But effective drug and alcohol treatment takes time, so deadlines set by the Adoption and Safe Families Act of 1997 (ASFA) sometimes put the immediate needs of the child at odds with the immediate needs of the parent.

It is in this context that the Legal Action Center presents Safe & Sound: Models for Collaboration Between the Child Welfare and Addiction Treatment Systems. This new report examines policy and practice issues affecting these systems and their clients, specifically

  • discussing ASFA and its implications for families at risk for involvement or involved in the child welfare system because of parental addiction;

  • providing background on the problem of addiction in the child welfare system;

  • presenting case studies addressing addiction in Cook County, Illinois (state-administered), and Cuyahoga County, Ohio (county-administered); and

  • presenting a model for addressing addiction among families involved in the child welfare system based on these case study findings.
