Child Welfare Standards of Excellence

When a reporter from a state that has had a string of recent child abuse tragedies asks, "How many cases can a worker be responsible for without jeopardizing safety?"...

Or when an agency executive, looking to diversify her agency's services, asks, "What are the core components of an intercountry adoption program? What standards should I follow in designing the program and recruiting and training staff?"...

  A primary goal of the Child Welfare League of America is to develop and disseminate practice standards as benchmarks for high-quality services that protect children and youth and strengthen families and neighborhoods (Making Children a National Priority, The CWLA Strategic Plan for 2000-2010). The purpose of the standards is twofold:
  • to describe and promote best practice in child, youth, and family services, and

  • to guide agency administrators, program planners, practitioners, and the broader social service community-including policymakers-in their various roles as they seek to build and strengthen services to children, youth, and families.
