All entries must be received by December 1, 2008. Void where prohibited and restricted by law. All federal, state, and local laws, and regulations apply. Eligible youth must be between 5 and 21 years of age and a legal U.S. resident. Employees of the Child Welfare League of America and their immediate family members are ineligible.

Eligible contestants should prepare a personal statement addressing the following topic:

As a young leader, how have you worked to improve the present and future success of America's children, youth, and families?

Contestants may submit pieces of self-expression such as essays, poetry, video, photography, or artwork to support their statements. Written self-expression responses should be no more than 500 words in length.

One grand-prize winner and two honorable mentions will be selected from each of the following age categories:
  • 5-8 years
  • 9-12 years
  • 13-17 years
  • 18-21 years
Entries must be written in English or accompanied by a translated version submitted with the entry. One entry per person. A completed official CWLA nomination form must accompany each submitted entry. All entries become the property of CWLA and will not be returned. Entries that are ineligible, incomplete, illegible, not relevant to the subject matter, more than 500 words, or not accompanied by a completed entry form signed by all required parties will be disqualified. No entity concerned with this contest is responsible for lost, late, damaged, misdirected, illegible, or postage-due mail or entries.

A panel of CWLA staff will evaluate entries in the four separate age categories listed above. Entries will be judged based equally on relevance to subject matter, clarity of expression, creativity, originality of ideas, and quality of writing. Participants agree to be bound by these rules and the decisions of the judges, whose decisions are final. Winners will be notified by mail or telephone the week of January 19, 2009.

One grand-prize winner and two honorable mentions will be selected in each category, unless the judges deem that no entries in a particular category qualify to meet a basic standard of merit. In such case, the judges may choose to award no grand prize or honorable mentions in any or all of the four groups. Each grand-prize winner will be invited to attend an award ceremony during CWLA's National Conference in February 23-25, 2009 and have their personal statements reviewed for possible publication by CWLA. Published work will include identifying information.

Submission of an entry further constitutes the entrant's consent (and that of the parent or legal guardian) to irrevocably assign and transfer to the sponsors any and all rights, titles, and interest in and to the entry, including, but not limited to, all intellectual property rights. Entries and excerpts from entries may be used, with or without attribution, by CWLA in its publications and promotions. Entries must be the original creation of the entrant, may not have won previous awards, may not have been published previously, and must not infringe on any third-party rights.

All entrants release CWLA and their membership agencies, affiliates, subsidiaries, directors, officers, employees, agents, and all others associated with the development and execution of this award program from any and all liability for injury, loss, or damage of any kind resulting from participation in this program or acceptance of any award. Reasonable efforts will be made to contact the winners, but failure of entrants to execute and return any requested documentation within 10 days of receipt of request, or return of notification or award as undeliverable, may result in forfeiture of award, and alternate potential winners may be selected at the sole discretion of CWLA.
