Restraint Definition |
"Physical intervention" means a behavior management technique which uses the least amount of physical contact on the part of a staff member to prevent potential harm to a child or others, to prevent destruction of property, to protect public safety, or in accordance with RSA 627:6. |

Criteria for Restraint and Seclusion |
The following specific punishments shall be prohibited:
- Isolation or sensory deprivation
- The use of mechanical restraints.
- Physical intervention techniques shall be used only to protect the child from risk of harm to himself, herself, others, to property, or to protect the public.
- Medication used to control a child's behavior shall be authorized only by a written prescription.
- Seclusion shall be used as treatment intervention and not as punishment.

In-person Assessment |
Seclusion:
Seclusion exceeding 30 minutes shall be visually monitored no less frequently than every 10 minutes to meet the child's needs.
Seclusion shall be evaluated at a maximum of 60 consecutive minute intervals by the staff member in charge to determine if further use of this intervention is necessary.

Training |
The staff training requirements shall include:
- That direct care staff receive 40 hours of training during each year of employment;
- Up to 15 hours of documented supervision may be applied toward the training requirement in part 1;
- That direct care staff receive training in:
- Emergency and safety procedures;
- Principles and practices of child care;
- Family-centered practices;
- Child protection reporting law RSA 169-C;
- Administrative procedures and program goals;
- Behavior management;
- Crisis management; and
- Physical intervention techniques.

- Medical emergencies or accidents.
