Intercountry Adoption Act Update
Acton Burnell, Inc., an Alexandria, Virginia based information management consulting firm, was selected by the Department of State as the contractor to develop draft regulations for the standards to be used to accredit agencies and approve persons that wish to provide international adoption services covered by the Hague Convention, and to develop the Statement of Work for the selection of the accrediting and/or approving entities. The draft regulations are to be completed by July 31, 2001. They will be published in the Federal Register for public comment.
A web site has been established for this project: http://www.hagueregs.org. It provides current information about the process including copies of testimony presented at the first public meeting held by Acton Burnell April 2, 2001 and information on the second meeting planned for June 18-19, 2000, at the Holiday Inn, National Airport, in Arlington, VA.
The Intercountry Adoption Act of 2000 (Public Law 106-279) was signed into law October 6, 2000. It sets forth the plan for implementation of the Hague Convention in the United States. The Department of State, Office of Children's Issues, has the primary responsibility for implementation of the Convention in the United States.
