Child Welfare League of America Receives Grant to Support Restraint and Seclusion Training

The Child Welfare League of America (CWLA) announced the receipt of a grant from the Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Mental Health Services (CMHS) to become the Coordinating Center for Restraint and Seclusion (behavior management procedures) Training. The award of $1.5 million covers a period of three years.
The goal of the project is to reduce the overall use, and eliminate the unnecessary or inappropriate use of restraints and seclusion interventions with children and youth at each of the project's five demonstration sites.
CWLA will partner with the Federation of Families for Children's Mental Health in a three-year project that will provide technical assistance in the first year to the demonstration sites. The focus will be to support the development of a best practices training model for direct service staff and implementation of management policies and practices that promote a safe and therapeutic environment. Other collaborating partners include the National Association of Psychiatric Treatment Centers for Children and the National Association of Private Special Education Centers.
The second and third years of the project will focus on management and supervisory support to reinforce learning, field-testing training curricula for managers and supervisors, a national conference to highlight the project's findings, and training of experts to deliver the programs throughout the country.
"Our ongoing effort to improve services to children and better support workers, has led CWLA and its partners to seek new methods and develop training to reduce the use of restrictive behavior management procedures," said Shay Bilchik, CWLA President and CEO.
