July 30, 2001, Washington, DC -- Shay Bilchik, Executive Director of the Child Welfare League of America, published the following letter to the CWLA membership:

Dear CWLA Member:

The Child Welfare League of America is proud to support National Alcohol and Drug Addiction Recovery Month. Each September, the Center for Substance Abuse Treatment of the Substance Abuse and Mental Health Services Administration and its national planning partners invite communities nationwide to join together in celebrating individuals in recovery and recognizing treatment providers who dedicate their lives to helping those in need.

I am enclosing some materials that will assist you in planning your own Recovery Month events. This toolkit provides information to help you educate key constituent groups to improve treatment and resources in your community. This year's theme, "We Recover Together: Family, Friends, and Community," emphasizes the importance of family and community in the recovery process.

It is widely accepted that a majority of the families involved in the child welfare system have problems with alcohol and/or drugs. In order to ensure safety and permanence for these children and appropriate alcohol and drug treatment for their families, increased treatment and other services must be directed to meet their special needs. CWLA is leading an effort to raise awareness and increase treatment and other services by identifying best practices and promoting the implementation of these efforts nationwide; by leading a collaborative effort to enact national legislation to obtain funding for the resources and programs needed to end substance abuse as a principal contributing cause of child abuse and neglect; and by working to eliminate treatment disparities so all families in need have access to appropriate and quality treatment services.
