This is a position-specific recruitment for the Department of Human Resources Office of Licensing and Monitoring. The resulting list of eligibles will be used to fill this position/function only. Main Purpose of Job
This position serves as a Licensing Coordinator. Incumbent will be responsible for providing quality assurance and improvement for the operations of the Office of Licensing and Monitoring that impact supervision, monitoring, and consultation for agencies and programs licensed and contracted by the Department of Human Resources(DHR). This position provides supervision and monitoring to other State agencies that serve DHR children. Incumbent recommends new agencies and programs for licensure; and recommends re-licensure for existing programs and agencies through in-depth evaluation of program operations. This position is required by law and policy to follow COMAR 14.31.05 - 07., COMAR 07.05.01-04, and COMAR 07.02.21 in all licensing actions. The primary purpose of these regulations is to protect children's health, safety and well being from the special risk arising from living outside their homes. The protection of vulnerable children is a key component of the DHR mission statement.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS
Education: Possession of a bachelorís degree from an accredited four-year college or university.

Experience: Six years of experience in administrative, professional or technical work, one year of which must have involved supervision of other employees or exercising responsibility for program development. Four years of the specialized experience must have been in planning, training or consulting in the area of child development; or one year of experience in an administrative capacity in a child development program or an educational program designed primarily for children.

Notes:
1. Applicants may substitute education at the graduate level at an accredited college or university in a field closely related to the specified option at the rate of 30 semester hours per year for a maximum of two years of the required general experience.

2. Experience in professional or technical work closely related to the option for which application is submitted may be substituted on a year-for-year basis for the required four years of college education.
