Job Description:  

The major function of this position includes the recruitment and retention of family foster homes. Responsible for assuring required amount of specialized foster homes to serve teens, large sibling groups, emergency respite, and developmental disabilities. Serve as liaison to community Agencies involved in Foster Home Licensing and PRIDE training.
Minimum Qualifications:
Education Bachelor’s degree from an accredited college or university.
Experience n/a
Licensure, Certification, and/or Registration Child Protection Certification and a valid driver’s license required. Current certification in First Aid and CPR is recommended.

Ability to:
• Understand and commit to the FSS mission.
• Determine work priorities, assign work, and ensure proper completion of work assignments.
• Work effectively with the Director of Licensing & Placement and the Project Manager to execute programs and services
• Communicate effectively verbally and in writing.

Knowledge of:
• Crisis intervention and problem solving techniques.
• Foster Care system.
• Social, economic, health and/or rehabilitative services objectives.
• Methods of compiling, organizing and analyzing data.

• Clear a Level II background screening.
• Clear a reference check (professional and personal).
• Clear a local background check from the County in which you reside.
• Clear a substance abuse screen.
• Provide a copy of all degrees prior to your first day of employment.
• Clear a Motor Vehicles Records check.
• Provide proof of, and maintain a minimum personal auto liability insurance level $100,000/$300,000.

Job Duties
Essential Duties % of Time
Responsible for community recruitment to ensure 20 unit families in each PRIDE training class with a 90% graduation success rate. Assist in ensuring all families become licensed in less than 90 days from PRIDE graduation. 30%
Responsible for the screening and tracking of all telephone and email inquiries to become a foster parent. 15%
Compile and produce monthly recruitment and retention data reports to show status of licensing target numbers for traditional, teen, sibling group, emergency respite, developmental disability, separated sibling, and over-cap foster homes. 5%
Responsible for coordination and registration of monthly Open House Orientation for foster home licensing. 10%
Assist with face-to-face interviews of prospective foster parents to determine qualification for PRIDE registration. 5%

Assist Licensing Counselors with support and resources for foster parents, including but not limited to utilization of Foster Closet resources, day care and summer camp applications, clothing allowance, and educational needs for children. 5%
Represent FSS at Monthly Foster Home Association meetings and annual conferences. 5%
Responsible for recruiting Foster Friendly Businesses and maintaining partnership. 25%
Participate in FSS Quarterly Training series and other volunteer events associated with licensing. As needed
Attend foster home risk committee meetings as needed. As needed
Attend monthly Foster Care Review Committee meetings at DCF when deemed necessary. As needed
Work closely with FSS Kids Central on various placement and foster parent needs. As needed
To treat foster parents, the public and co-workers with courtesy, respect and dignity and present a positive public image.
