BACKGROUND
Mars Home for Youth became MHY Family Services (MHYFS) in 2012 after more than 130 years of dedicated service to children and families. MHYFS serves youth who are at risk of abuse or neglect, have been abused or neglected, have serious emotional, mental and/or behavioral disturbances, and may be involved in the juvenile justice system. Mars Home for Youth was founded in 1878 as the United Presbyterian Orphan's Home when members of the Fourth United Presbyterian Church of Allegheny City (now Pittsburgh's North Side) accepted the challenge to care for several orphaned children. In 1996 the Mars Home for Youth Foundation was established as a support corporation for Mars Home for Youth. Today, MHYFS serves the special needs of abused, neglected and troubled youth and their families in residential, educational and community-based programs.

MHYFS provides a continuum of services for youth referred by most of the surrounding counties in Western Pennsylvania. These include: Residential Treatment and Group Home Programs for males and females; and community based Programs including Multi-Systemic Therapy (MST), Community Based Monitoring, Foster Care, and Independent Living. MHYFS also operates an alternative education school known as Longmore Academy. The program is available to residents of MHYFS and day to day students who are referred from area public school districts. MHYFSís alternative education program is approved by the Pennsylvania Department of Education for students in grades 1-12 and is capable of serving 80+ children per day. Most of these services are provided on the idyllic campus of MHYFS, located in a quiet, mostly rural setting in Southern Butler County. MHYFS has worked hard to develop and expand a fabulous reputation among all county human service departments and referring agencies, and is seeking a leader to help maintain that reputation.

MHYFSs is a Sanctuary certified and CARF accredited facility with a current annual budget of nearly $8 M, 150 staff, 600 children served per year and is located on 140+ acres of beautiful green countryside in Mars, PA approximately 30 minutes north of Pittsburgh, PA. The Mars Home for Youth Foundation is a supporting organization of MHYFS and currently has $8M in funds restricted for support of the organization and its mission.

POSITION OVERVIEW
The Executive Director is the administrative head of MHYFS, and is employed in a full-time exempt capacity. The Executive Director provides leadership and consistent direction to the staff in the interest of developing and maintaining a sound program in accordance with the general policies of the Board of Directors and the Foundation Board of Trustees. The Executive Director acts as the staff leader, convening, consulting, and directing staff in the execution of the mission, vision and values of the organization. The Executive Director is the primary advocate of MHYFS in the community, and directs advancement, including oversight of fundraising, marketing, and public relations. S/He provides information and consultation to the Board of Directors and the Board of Trustees, and assists the Boards in fulfilling their responsibilities in governance and program planning. The Executive Director reports to the MHYFS Board of Directors and the Board of Trustees.

ESSENTIAL DUTIES AND RESPONSIBILITIES
In addition to the responsibility of overseeing daily operations, the Executive Director is primarily responsible for, but not limited to, the following:

Operations and Programming
*Ensuring that programming and services are delivered in compliance with accreditation standards (Sanctuary certification and CARF accreditation).
*Utilizing frequent and ongoing communication with the senior leadership team to encourage synergy in decision-making and program development.
*Developing and maintaining positive relationships with representatives of county, state, and federal agencies as appropriate; other organizations; major donors and supporters of MHYFS; community leaders; and the community at large. Representing MHYFSís programs and point of view to other agencies, organizations, and the general public. Serving as the organizationís lead champion and cheerleader.
*Participating in local, regional, state and national professional organizations, and activities relevant to the mission of MHYFS and its work with youth and families in crisis.
*Overseeing the physical plant of MHYFS to make the best use of facilities. Recommending changes to the Boards as appropriate, including use of both land and structures.

Fiscal Health and Management
*Supervising and actively participating in funding development and fundraising activities.
*Proposing and implementing programs using needs-based budgeting.
*Overseeing the fiscal administration of the organization and foundation.
*Ensuring that sound policies, procedures and risk management plans are in place to keep the organization and its clients out of harmís way.

Board Support
*Performing and carrying out policies of the Board of Directors and Board of Trustees for the most efficient operation of the program at MHYFS.
*Informing the Board of Directors and Trustees of changes in the laws and regulations pertaining to MHYFS.
*Working effectively with the Boards at multiple levels, including the whole Boards, committees of the Board, and with individual Board Members.
*Assisting with any other matters as requested by the Board of Directors or the Board of Trustees.

Administration
*Providing direct supervision and leadership to the senior leadership team and Executive Assistant.
*Supervising staff in all aspects of their performance in accordance with established personnel policies of MHYFS.
*Driving a culture placing safety of clients, staff and volunteers above all else.
*Maintaining a working knowledge of significant developments and trends in the field.
*Promoting active and broad participation by volunteers in all areas of the organization's work.

PERFORMANCE OBJECTIVES
The current and future challenges facing all human service agencies are numerous. In the near term the Executive Director will be expected to continue to deliver outstanding client outcomes while meeting and successfully addressing the following challenges:
1. Decreasing reliance on government funding in concert with the Board of Directors and Trustees in response to a flat to decreasing funding environment for social services through identifying and pursuing aggressive revenue diversification, government and private sector fundraising, and cost management
2. Remaining current with sector specific issues that affect major customers and implementing appropriate proactive and responsive changes at the agency
3. Maintaining commitment to high quality service, safety and service innovation
4. Leading re-certification of Sanctuary Model and accreditation renewal through CARF or other accrediting body (MHYFS is also pursuing initial certification and accreditation of the rest of our progamming areas (Community Based and Longmore Academy)

KNOWLEDGE, SKILLS AND COMPETENCIES
The successful Executive Director candidate will be an experienced and tested leader who possesses a combination of the following:

Education/Licensure/Clinical:
*Masterís Degree in social work, psychology, counseling or related field, with at least ten years of experience in the administration and management of a child/youth/family agency required.
*An MBA or non-human service Masterís Degree is acceptable with 10+ years of senior level management of a human service or behavioral health organization.
*Prior experience in an accredited environment strongly preferred.
*A passion for the mission of MHYFS and a demonstrated commitment to the field. Excellent knowledge of the fields of child welfare and child behavioral health.
*Must possess a working knowledge of MS Office applications; have or be capable of obtaining a valid PA driverís license with an insurable driving record; and have or be capable of obtaining current Act 33, 34 and PA 151 Clearances.

Skills:
*A demonstrated strategic leader who can both oversee daily operations and promote a compelling vision of the future.
*Able to direct and make significant contributions to fundraising and constituent development.
*Easily forms strong and positive relationships with customers and key stakeholders.
*Functionally fluent in nonprofit financial management.
*Prior successful experience managing an organization of similar scope, size, scale and impact.
*A track record of innovative program development, and building trust with funders and stakeholders
*Knowledge of Juvenile Probation Office, Children and Youth Services, and managed care systems and services that support youth programming required.
*Prior experience with mental health and county funding streams in PA a plus.
*Prior experience with facility and land management preferred.
*Past experience working directly with boards of directors and trustees.
