The Notice of Proposed Rule Making (NPRM) on the Adoption and Foster Care Analysis and Reporting System (AFCARS) was published in the Federal Register on Monday, February 9, 2015. The text of the NPRM can be found here in the Federal Register.

The NPRM includes changes made as a result of the enactment of the Fostering Connections to Success and Increasing Adoptions Act of 2008, which made significant changes to the title IV-E program, and the Preventing Sex Trafficking and Strengthening Families Act, (PL 113-183) which was signed into law on September 29, 2014. The proposed rule, when final and implemented, would apply to Tribal title IV-E agencies (Indian tribes, Tribal organizations and consortiums that are approved to operate a direct title IV-E program per section 479B of the Social Security Act) and State title IV-E agencies.

The Children’s Bureau will hold two national informational calls with stakeholders and states and one call with tribal representatives. The calls will provide an overview of the proposal in the NPRM.
