Evaluation of Programs, Agencies, and Systems
NCFC conducts evaluations, both local and statewide, of specific programs,
entire agencies, and multisystems within communities. Using national
standards developed by CWLA as a benchmark, NCFC consultants assess an
organization's strengths and challenges via onsite observations, market surveys,
and interviews and focus groups with stakeholders, staff, board members,
elected officials, and clients in the community.
NCFC employs a variety of approaches to evaluate programs, agencies, or
community systems. Depending upon the focus and scope of the questions
underlying the need for the review, a set of fundamental standards for
effective performance are shaped to measure performance at one or more of
six principal levels:
- program or service
- agency
- multiagency/multisystem
- community
- state and local relationships
- public/private partnerships
