Kansas Child Welfare:
A Decade of Reform
Kansas' 1997 reform of child welfare services to
a public-private initiative-focused on positive
results for children-has achieved great success. In this
preconference institute, state agency as well as private
provider representatives will share factual information
concerning the 10 years of growth and development
of the nation's longest running, system-wide, publicprivate
child welfare initiative. Participants will hear
about the development and continued refinement of
outcome definitions and their relationship to the
Children and Family Services Reviews. Other components
of the system that will be covered in detail are:
the data now available on children and its use in
decision making; the continued development and
refinement of various payment mechanisms; changing
relationships between stakeholders; the adaptation of
family-centered principles; the continued emphasis on
"healthy competition" between lead agencies; and the
applications of evidence-based or empirically validated
treatments in this system. Participants will acquire a
much greater level of understanding of the true outcomes
to date of 10 years of true system reform in
Kansas child welfare, from both the state's perspective
as well as those of the private contractors and
other stakeholders.
