Introducing the Walker Trieschman Center Workforce Competition
CWLA and the Walker Trieschman Center (Walker) announce in partnership a call for papers for a new competition focusing on workforce development. Recognizing workforce development as an ongoing priority for CWLA and its member agencies, this competition seeks to identify effective innovations in workforce development practices, recognize the developers of those innovations, and encourage best practice by sharing information about these workforce innovations throughout the child welfare field. Papers describing successful practices within the public and private sectors of child welfare will be accepted.
The competition will focus on two crucial areas of workforce development:
- Leadership training and leadership development, broadly defined
- Development and support of front-line child welfare workers
In keeping with the dual focus, the competition will award two first prizes. In the area of leadership development, the first place paper will receive the David Liederman Award. In the area of development and support of front-line workers, the first place paper will receive the Albert E. Trieschman Award. Topical guidelines for each are described below. Each first place winner will receive a cash prize of $2500. Prizewinners and other papers of quality may be considered for publication by CWLA.
Papers will be judged based on criteria originally developed for the Innovations in American Government Awards at the Harvard University John F. Kennedy School of Government. These are:
- Novelty: the degree to which the practice demonstrates a significant departure from business as usual
- Effectiveness: the degree to which the practice has demonstrated its utility by achieving tangible results
- Significance: the degree of which the practice successfully addresses a vital area of leadership development or the development and support of front-line child welfare workers
- Transferability: the degree to which the innovation shows promise of inspiring successful replication
Papers are due by October 26, 2009, and winners will be recognized at CWLA's upcoming national conference, Children 2010: Leading a New Era.
Eligibility:
CWLA member agencies and partners are eligible to apply. Employees of Walker programs will be ineligible.
Topical Guidelines for the Albert E. Trieschman Award
The Trieschman Award will recognize innovation in workforce development with particular emphasis on the development and support of front-line child welfare workers. This group includes, but is not limited to: family support and home-based workers, child protection caseworkers, foster parents, front-line supervisors, residential child care workers, youth workers, and parent partners. We will look for papers detailing effective and innovative workforce practices in a broad range of areas, including:
- Recruitment and retention
- Compensation (including innovative non-salary benefits)
- Pre-service and in-service training
- Risk prevention and workplace safety
- Training and support for first-time supervisors
- Workforce diversity and cultural competence
- Promotion of high performance teamwork
- Measurement of workforce satisfaction; utilization of staff satisfaction data
- Mentoring
- Effective evaluation practices
- Professional development and career development
Topical Guidelines for the David Liederman Award
The David Liederman Award will recognize exemplary leadership broadly defined as organizational and national innovative initiatives contributing to the improvement of the child welfare as it relates to policy and/or practice. We will look for papers detailing innovative, and best and promising practice in a broad range of areas, including:
- Senior executive leadership
- Promotion of the next generation of leaders
- Organizational excellence and effectiveness in improving capacity to meet challenges
- Corporate and Collaborative learning with other sectors
- Diversity and Cultural Competency
- Board Evaluation of Leading CEOs and Managers
- Promoting Executive and Agency Leadership for Advocacy on regional and national levels
- Effective Board Development and Leadership
