Preliminary estimates by the Center on Budget and Policy Priorities. Note that CBO estimated that the FMAP increase costs $10.0 billion.

FMAP estimates based on state projections of Medicaid spending for FY 2003, as reported by states Feb. 2003.

$10 billion in revenue sharing grants are allocated to states based on the higher of a $50 million minimum or per capita share based on 2000 Census.

Puerto Rico and the Territories receive the higher of a $10 million minimum or per capita share based on 2000 census.
