CHILD ABUSE AND NEGLECT
- In 1998, 22,232 children were reported as abused or neglected and referred for investigation in Wisconsin, a rate of 16.5 per 1,000 children in the population.6
- In 1998, 8,168 children were substantiated or indicated as abused or neglected in Wisconsin, a rate of 6 per 1,000 children in the population. Of every 1,000 children in the population, 2.3 children were known to be neglected, 1.4 were physically abused, and 1.7 were sexually abused.7
- In 1998, eleven children died as a result of abuse or neglect.8
- In 1998, 9,895 children in Wisconsin lived apart from their families in out-of-home care. Of these, 23% of the children were age 5 or younger and 20% were 16 or older.9
- Of the 5,027 children exiting out-of-home care in 1998, 58% were reunified with their birth families, and an additional 10% went home to relatives.10
- In 1998, 643 children were legally adopted through the public child welfare agency in Wisconsin.11

CHILD CARE, HEALTH, AND EDUCATION
- In 1999, 13,113 of Wisconsin children were served by Head Start.13
- In Wisconsin, 88% of high school seniors graduated in 1998.14
- An estimated 117,065 children in Wisconsin are uninsured. Of these, 54% are potentially eligible for Medicaid, SCHIP, and other state-sponsored programs, but they are not enrolled.15 In 1997, 34% of births were paid for by Medicaid.16
- In 1998, the rate of births to teen mothers was 34.8 for every 1,000 girls ages 15 to 19.17
- Through June 2000, 3,699 adults and adolescents, as well as 39 children under the age of 13, in Wisconsin were living with HIV/AIDS.18
- In Wisconsin, an estimated 390,900 residents need alcohol and/or substance abuse treatment.19
JUVENILE VIOLENCE AND DETENTION
- In 1998, 53 young people ages 0 to 19 were killed by firearms in Wisconsin. Of those, 18 were determined to have committed suicide.20
- In 1997, 2,013 juvenile offenders were in residential placement in Wisconsin.22
INCOME SUPPORT
- The total number of TANF recipients in Wisconsin decreased 75% from 148,888 in August 1996 to 37,381 in June 2000. The number of families receiving TANF decreased 75% to 16,410.23
- In 2000, a family of three receiving only TANF and Food Stamp benefits in Wisconsin was 15%24, 25 below the federal poverty guideline of $14,150.26
- In 1999, 56% of child support cases in Wisconsin received some sort of support.27
- In 1999, the fair market rent for a two-bedroom apartment in Wisconsin was $543,28 61% of the average monthly income for a worker earning the minimum wage,29 and 54% of the maximum monthly TANF cash assistance grant plus Food Stamps for a family of three.30, 31
