CHILD ABUSE AND NEGLECT
- In 1998, 6,079 children were substantiated or indicated as abused or neglected in Mississippi, a rate of 8 per 1,000 children in the population. Of every 1,000 children in the population, 5 children were known to be neglected, 1.6 were physically abused, and 1.1 were sexually abused.7
- In 1998, five children died as a result of abuse or neglect.8
- In 1998, 3,264 children in Mississippi lived apart from their families in out-of-home care. Of these, 29% of the children were age 5 or younger and 16% were 16 or older.9
- Of the 1,409 children exiting out-of-home care in 1998, 51% were reunified with their birth families, and an additional 23% went home to relatives.10
- In 1998, 169 children were legally adopted through the public child welfare agency in Mississippi.11
- During 1998, $49,981,611, or $18.16 per capita, was spent on the public child welfare system, including federal, state, and local resources. Nationwide, $57.75 per capita was spent.12
CHILD CARE, HEALTH, AND EDUCATION
- In 1999, 25,091 of Mississippi children were served by Head Start.13
- In Mississippi, 77.3% of high school seniors graduated in 1998.14
- An estimated 140,546 children in Mississippi are uninsured. Of these, 81% are potentially eligible for Medicaid, SCHIP, and other state-sponsored programs, but they are not enrolled.15 In 1997, 56% of births were paid for by Medicaid.16
- In 1998, the rate of births to teen mothers was 73.0 for every 1,000 girls ages 15 to 19.17
- Through June 2000, 5,969 adults and adolescents, as well as 74 children under the age of 13, in Mississippi were living with HIV/AIDS.18
JUVENILE VIOLENCE AND DETENTION
- In 1998, 55 young people ages 0 to 19 were killed by firearms in Mississippi. Of those, 19 were determined to have committed suicide.20
- In 1999, 13,347 juveniles were arrested in Mississippi. Of these arrests, 258 were for a violent crime, and 183 were for possession of a weapon.21
- In 1997, 756 juvenile offenders were in residential placement in Mississippi.22
INCOME SUPPORT
- The total number of TANF recipients in Mississippi decreased 73% from 123,828 in August 1996 to 33,781 in June 2000. The number of families receiving TANF decreased 70% to 14,979.23
- In 2000, a family of three receiving only TANF and Food Stamp benefits in Mississippi was 57%24, 25 below the federal poverty guideline of $14,150.26
- In 1999, 35% of child support cases in Mississippi received some sort of support.27
- In 1999, the fair market rent for a two-bedroom apartment in Mississippi was $420,28 47% of the average monthly income for a worker earning the minimum wage,29 and 92% of the maximum monthly TANF cash assistance grant plus Food Stamps for a family of three.30, 31
