Rosales v. Thompson

In 2003, the Ninth Circuit Court issued an important ruling that had an immediate effect on foster care in the California and eight other western states. This ruling allowed for greater support for kinship families. As part of the 2005 Deficit Reduction Act, however, this ruling was overturned.
