Child Care
When TANF was created in 1996, child care funding was combined into a new Child Care and Development Fund (CCDF). This fund is made up of mandatory or "guaranteed" funding (included in the TANF law) and the authority to provide an annual appropriation of federal discretionary funding through the Child Care and Development Block Grant (CCDBG).
