HHS Issues Final Rule on ASFA and Title IV-E Foster Care Eligibility Reviews and Child and Family Services State Plan Reviews

On Tuesday, 1/25/00, HHS issued the long anticipated final rule cited above that prescribes the process and criteria that HHS will use to determine State performances in administering child welfare programs. The rule includes statewide data indicators and prescribes penalties for nonconformity. The final rule also implements many of the new requirements mandated by the Adoption and Safe Families Act and outlines the enforcement and penalty provisions of the Multiethnic Placement Act. This rule went into effect March 27, 2000.
The final rule was printed in the Federal Register on Tuesday, Vol. 65, No. 16, pages 4020 - 4093.
